Member of Parliament for the Labour party Partit Laburista from 1987 to 2017.
Served as Senior Minister for Public Works and Construction 1996 - 1988. Over the years his consultancy firm Med Design Associates had been responsible for some of the most prestigious projects carried out in Malta ranging from hotels to major road projects, residential and commercial developments. Med Design provides consultancy services in the fields of architecture, interior design and spatial planning, urban and transport engineering, civil and structural design, project and contract managment,landscape planning and cost consultancy.
