In 1885, an effort was made to organise the police force and the first Police Ordinance was enacted: Ordinance IX of 1885. By this law, the head of government was empowered to appoint the police commandant. The first commandant appointed under this law was Melitone Caruana, who had previously served as an assistant superintendent of ports.
